Cabot Dow
Cabot Dow is President of Cabot Dow Associates, Inc. He offers more than 25 years of experience representing public and private sector clients in the full spectrum of collective bargaining matters, including negotiations, mediation and arbitration proceedings. Prior to entering the labor relations consulting field in 1975, he was the Assistant City Manager and Labor Relations Director for the City of Bellevue, Washington.
Mr. Dow graduated from Bethel College, St. Paul, Minnesota with Bachelors Degrees in Psychology and English, with honors. Subsequently, he received the Master of Public Administration from the Graduate School of Public Affairs, University of Washington, with high honors. He has been Director of the Washington Local Government Personnel Institute, founding member of the Washington State Council of Public Personnel Administrators (WCPPA), is an active member of the National Public Employer Labor Relations Association (NPELRA) and the Washington City/County Management Association. He specializes in representing public sector clients operating under Chapter 41.56 RCW, the Washington State Collective Bargaining Statute.
Howard Strickler
Howard Strickler offers more than 25 years of experience in personnel and labor relations in cities, counties, and private sector organizations. He has been Personnel Director for the City of Bellevue, Washington for over 10 years. Prior to that, he was the Director of the Local Government Personnel Institute and staff associate for the Association of Washington Cities. years. Howard was graduated from the University of Washington with a Bachelors Degree in History. He subsequently earned the Master of Public Administration (MPA) from the University of Washington Graduate School of Public Affairs.
Initial experience in working with labor law in Washington State came while on staff with the Association of Washington Cities. During that time, Howard directed the Washington Local Government Personnel Institute and lobbied labor issues in the Legislature. Prior to entering the labor relations consulting field, he was selected for the Executive Internship Program in Labor Relations sponsored by the National League of Cities, National Association of Counties, and the US Conference of Mayors. This internship entailed an intensive labor relations course held at Cornell University and a three month on-site internship in the Minneapolis-St. Paul area with an established labor negotiations professional.
Mr. Strickler has developed specialties in collective bargaining, human resource systems planning, benefits administration, for cause drug testing, progressive discipline, and trouble-shooting difficult personnel and labor issues, e.g. ADA compliance, sexual harassment, diversity training, FLSA compliance, and FMLA impacts on the local government operations and protection of the public interest.
Rich Sokolowski
Rich Sokolowski offers more than 25 years of experience in personnel and labor relations matters in the public sector. He has been Personnel and Labor Relations Director for the cities of Tacoma, Washington and Glendale, California. He has also served as the Human Resources Director for the Municipality of Metropolitan Seattle. He is a past president of the National Public Employer Labor Relations Association, dedicated to promoting balanced and effective labor/management relations strategies in the public sector.
Mr. Sokolowski was graduated from UCLA with a Bachelors Degree in Political Science. He subsequently earned the Master of Public Administration from the University of Southern California (USC). Mr. Sokolowski has authored a number of labor relations articles and chaired technical advisory committees on a variety of personnel and labor relations subjects. He has been President and Board Member of the Washington State Council of Public personnel Administrators (WCPPA). Presently he advises and represents public sector clients operating under Chapter 41.56 RCW on labor negotiations and other labor/management relations matters.
